The best resource I've found ( thanks to Jen) is right on the USPC forms page. Gives you all the dimensions and quite a few options.
I took particle board 'sheething' sheets and got all 12 letter boards from one sheet.
Cut the panel to two 24" x 8ft. pieces. Lay out pyramid shaped patterns 14" wide at the bottom and 6" wide at the top, spaced 6" apart. This creates alternating upside down panels.
Paint them and add self adhesive 6" letters and you're almost done. We're actually going to print the letters on paper and put them in sheet protectors for the first show.
I notched the bottom of the panels to match notches in 2x6 boards ( 12" long) for the bases. You could also just use metal stakes in the ground and those plastic wire-ties through two holes, to hold the panels to the stakes. I like to avoid having pointed things sticking up out of the ground...
Then I shopped for white plastic chain. Mr Plastic gave me a 15% off price of $.59/ft. Then I found Equicross on eBay showing $159 for 500 ft. It's actually about 530 ft around the large ring, and an extra 65 ft piece will let you partition the large ring to a 20m x 40m smaller ring for the lower lever tests. 20 M = 65' 7". That's a handy number to have around when you're measuring.
